NHL Shoulder Cap rule

I was recently looking through the NHL rule book and could not find anything related to the 1/2" padding rule pertaining to shoulder caps. 

Can anyone shed some light on this ?

I only found something for elbows:
12.3 Elbow Pads - All elbow pads which do not have a soft protective outer covering of sponge rubber or similar material at least one-half inch (1/2'') thick shall be considered dangerous equipment.

 

All the references for shoulders I found so far were from 2010/2011, is it possible this has been reverted?

There is a brief mention of shoulder pads and caps in section 11.3 third paragraph down. But this is talking about goalie equipment. Is it possible that this is something that made its way into the CBA or something the NHLPA voted on and was allowed to implement without enforcement from the league?
