Converting a Tour skate to hi-lo

Has anyone had any experience in mounting a regular hi-lo frame like a mission or red star e-frame to a tour boot? My friend's skates have the hummer chassis but due to a pair of unwanted puck impacts, they're useless and from this experience, its doubtful that he wants hummers back on those skates.

Are the tour boots constructed so they can fit either type of frame or are they special?

I thought they would but when I took them to my local hockey shop I was told that the hummer wouldnt be able to be converted to a hi-lo, I wasnt given any clear answer to why + what not.

after skating a few sessions with the hi-lo id never use them again, it felt so alien+ I couldnt turn as quick as I could on a hi-lo
