From Bauer to Graf 703

My borther is currently using a size 6.5 D in Vapor XXX's and he found a pair of Graf 703 in a size 7R, would the 7R's be too big ? or fit right since the Graf is a narrower skate and he has somewhat wide feet.

he might need a half size down and the forward pitch might throw him off, he might want to throw some tuuks on em
