If it's just the inner valve you need, then any automotive tire repair shop should have them. If you have damaged the outer part of the valve (where the cap threads on) you may be replacing the whole thing. Again, an automotive tire repair shop has different lengths and sizes of valves/stems for different applications. Depending on what you are putting it on, you may require some vulcanizing rubber or other durable sealant.

Cool. Maybe not recommended, but what the heck.

Anyhow, get a valve stem from a tire shop. Just drill a hole in the PVC (or whatever you are making it out of) and pull it through from the inside out.

This, however, is really not advised!
