Junior is smaller than Youth, correct? I'm looking for a pair for a 2 1/2 to 3 year old.

Youth is smaller than Junior. Junior starts at size 1. Nike Bauer started making skates in size 6 & 7 this year in the IX and XII I believe. I got a size 6 for my niece who is a small 3 year old and they fit.
