NHL Blackouts?

I was flipping between the Leafs game on SN/HD (Mountain Cablevision in Hamilton - 643) and the Football on TSN/HD (641). At one point, when I went to go back to hockey, the channel froze as it does when the West Coast NHL (SN-W&P) or Senators (on SN-E) games are blocked/blacked out. The regular Def was blocked too (Ch. 47)

Any thoughts on why that would be?
