goalie stick flex

I have looked all over and have not been able to find how exactly the flex of a goalie stick is measured. As an 87 flex for a goalie stick is far more flexible than an 87 flex in a player stick. I understand why the goalie stick would need to be more flexible as you cant get as much leverage or velocity behind a shot, thus needing the extra whip. But why would it be called an 87 flex, when it really is probably more like a 60 flex? Any information would be much appreciated.
