What is the best way to distribute the wheels?

I believe that Bauer used to make a chassis called the "One Up". It used a wheel configuration of: 76-76-80-78. I think the idea was to give a bit of a rocker feel for turns, when you rock back onto your heels for hard turns, with the 80-78 on the back, you would essentially lift the front 2 wheels, thus turning on 2 wheels instead of 4. Plus the fact that 78mm wheels are not currently made by many (if any) wheel manufactures, I would think you should go with a setup that keeps all 4 wheels planted firmly on the ground!

For an ice-hockey like feel you can try and find a set of Sprung chassis, they offer that rocker feel and allows you to use more of an ice-hockey stride. They are great for the players that play both roller and ice during the same season. Switching back and forth becomes quite seamless.
