Quick glove question

I bought a pair of green xx's abought a week ago and been wondering why they didnt come with the water resistant material thing on the outside. Instead its just completely leather. any thoughts

maybe they were NCAA stock for MSU or pro stock for any number of CHL, AHL, ECHL, or NHL teams. Do they have the regular stretch palm in them?
