Jr, I am not sure if I am doing your instep checking method correctly, so you take a ruler and place it accross the 3rd eyelet from the top like a bridge as if your connect the two, if the tongue does not buldge out and both sides of the ruler touch then its a good volume? correct? and this is done with the the skate unlaced? I have Nikes but my foot seems to buldge out.

No, you need to pull the tongue OUT and measure it across the actual foot.
