Try using a large allen key or something similar just a bit smaller than the I.D...., Insert the short end, you have more leverage to pry them out. Just lift until the bearing starts to move a bit (it may come right out in some wheels)and then turn the wrench 180 degrees and lift the opposite side if really stuck. A couple of repetitions may be necessary if they are really grungy and rusted but that will pull them out without damaging the bearing shield by pushing with a sharp object.
