Heel Lift?

In this week's HN (with Aucoin on the cover), first few pages in there is a pic of Jay Bouwmeester. If you look at his skates, in the heal area of his holder there seems to be some material, or a gap. Is this a heel lift? If so, what does it do? Give a more aggressive forward pitch?
