CCM Vector 8.0 question

I got a Vector 8.0 Shaft/Blade combo right here. Its prostock and there is a foil wrapped around the shaft. I dont know the use. Is it just cause its brand new or is it to "fake" some grip?

I know its kinda stupid but i just want to know.

I get them sometimes with a clear protective wrap that you peel off, the foil sounds odd.
