Attaching RBK shell to Vapor XX Pant.

Here's my situation.

I bought Vapor XX pants at the start of last season. They started ripping and arent in the best shape right now after the season. I need navy pants for next season. That being said, I bought a Navy Pant shell at the canucks sale not too long ago. What i'm wondering is if i just put it over and keep it there, or do I tie the two sets of loops where the string go together. What is the proper way of doing this?

What I've done with a CCM shell is just pull it over the pants and tighten the belt. It should stay.
