How do you determine the correct length of blade for figure skates?

Looking to buy a blade for my sister's figure boots and I have seen advice of websites suggesting a quarter inch less in length than the sole (measured from toe to heel). Any help would be greatly appreciated.

What size are the boots?

size 5A, 9.75 inches sole.

Everything I've read is you want to get the same size blade as the sole. The smallest you should go is 1/4" less.

in that case, 9 3/4 blade, smallest that's recommended would be 9 1/2.
