AK27 Flex

So I did a ton of searching and didn't find a direct answer.... On a standard shaft, like the AK27, is the flex rated with the with the plug or without it?

I can get an 09 AK27 100 flex from someone but if it is going to play like a telephone pole if I pulled the wood butt end out it may be useless for me. I have a 100 flex Synergy SE grip I can use with no problems, but as I saw, there is plenty of discussion about Easton being on the softer side.

I have an 85 flex AK27 without a plug that feels pretty similar to my one95 cut to around 80/85 on the flex chart, so I'm assuming without the plug.
