Shin guards rubbing/wrecking skates

Do any of you guys have problems with your shin pads rubbing against the tongue and boot of the skate, cutting up both the shins and the lining in the skates? I can't stand wearing the tongue over the shins, and am debating if shorter shins is the answer.

Any opinions?

And it does it a little, I've been thinking about shorter shins too, but for less "restriction" in that area, if you will
