+1 size for Hockey Pants: What does it mean?

Can someone help me with this question regarding Pro Hockey Pants sizing. Does +1 mean that the pants are an inch longer OR that they are an inch wider in the waist?

+ or - after the waist size refers to the inseam length.

it means that they are an inch longer/the inseam is longer. Essentially the pants will fit longer than the standard size without the +1.
