Shootout rules question

If a player is in the penalty box at the conclusion of regular season overtime (either for a minor, major, or misconduct) is that player eligible to shoot in the shootout? Does the answer change if the penalty changes (e.g. Yes for a minor, no for a major)?

From NHL rule 84.4:

All players are eligible to participate in the shootout unless they are serving a ten-minute misconduct or have been assessed a game misconduct or match penalty.
