OHL going too far on major penalty for clean hits?

Oh yeah totally. I'm simply saying it's feasible to go in for a should-on-shoulder/chest hit as a shorter guy and end up taking a bit of the other guys head if he leans over or whatever.

But that isn't what happened most of the time. Guys now explode up into a hit, going for the head or at least trying to do as much damage as possible.
