my toolbar is really big ,help?

new computer problem ,why is my toolbar that big? how do i shrink it to normal size?

press and hold on the very top of it and try to bring it down, like when moving the size of an im box or some sort.....

the toolbar just turns grey with nothing on it when i do that

oh and when my windows arent in full size they have a big grey border

right click on the toolbar and select Properties. Make sure that "Lock Toolbar" ox is not checked. Then follow Langenbrunner's directions

it doesnt even have a lock toolbar option ,but ive seen it somwhere

i found it ,but its when i right click on internet explorers window and it only locks/unlocks liek the back forward stop buttons

It almost looks like one of the "accessibility options" is turned on.

well i figured it out ,the active window border was get to like 30 so all the borders were huge.
