if you search you'd find a number of threads on removing tacki-macs - basically just roll it down

the question what to do with the 2 layer adhesive tape (in terms of getting a new one) - but it can be probably bought in hardware stores

Golf supply shops. Just shaft tape for golf grips.

I never bothered with the double sided tape when reusing them. It's easier to just spray a ton of hair spray on the top of the stick and slide the grip on. Make sure to let it dry/evaporate for a few minutes, then wipe down the shaft with a wet rag to wipe off any hair spray that oozed down. Never failed me.
