2 piece Pants lowers - where to buy?

Does any place sell just the padded lower shorts? Occasionally I see pro stock lowers show up on ebay, but don't know of any retailers.

Any info is appreciated.

I have wondered for a while why nobody sells a padded shell. Maybe there just isn't enough of a market. I would think that people might want to switch colors on their 2-piece pants or put a padded shell over a roller girdle. I know I would be interested but I am definitely not a typical consumer.
