I'm farely new to Paypal and i put a Visa Debit card on their... When someone sends me 20$ for what ever will that be loaded onto ym card or no?

You got a debit card for the paypal account or you linked your existing card to the paypal account? If it is the latter, no. That money will sit in the paypal account until you spend it, send it to your bank account or have them send you a check.

Yeah its a Debit card i added to my account... And if i load money onto my card it wont be on my balance right? and if have a sending limit of 2.000$ and i spend 150$ but only have 28$ in balance do i owe money?

If you have $28 in the paypal account and spend $150 via paypal it will charge the account first and take the remainder from the debit card, just like a credit card.

The debit card is only used to add money to the account or directly send money to the recipient. If you linked the paypal account to a regular checking account by providing the routing number and verifying the account, you can freely transfer money both ways (although transactions take a few days that way).
