Rules for teams to move?

What are the rules for an NHL team to move such as the Thrashers?

Has to be approved by the board of governors is all I know of, I imagine there are other rules and stipulations (like proximity to another team). Who knows after that...

I imagine having an arena in the new city, dense population and high and profitably economy would all have to be there for the NHL to move or expand to a new city.
