Is this legal?

I was chatting with the GM of the sporting store in which I work, and he told me a store from Calgary elite junior hockey in the 70's. His dad knew the guy that tried this, so I'll give him the benefit of the doubt.

The story goes that this team was getting slaughtered, so in the third period, he dressed both goalies, and put out 4 skaters. The other team obviously flew off the handle and petitioned to the refs, but then told to stop, the Calgary coach pointed to the tule book and asked to show him where it said it was illegal.

Now us joking around, and me taking any opportunity to BS with the boss, started saying this is what Renney should do to turn the Oilers luck around (put Khabibulin in the butterfly with Dubnyk standing behind). So to my question: is this legal (by not being explicitly stated) in any level of hockey, and specifically the NHL?

The USA Hockey rule book does not permit two players to have goalkeepers privileges. In other words, no goal pads, no goal stick, no glove, no blocker and you can't hold or close your hand on the puck in the crease. I don't know about other rule books.
