Should I go to a hockey shop (Ice Level, Cyclone Taylor) or should I go to an alterations place to fix something like this? The material in the middle of the outsole and liner is a little bit frayed

I would just take it to your local cobbler. Cyclone Taylors on Oak contracts out their repairs to Henry's Shoe Repair on Main/49th now. Not sure if Ice Level does repairs in house as I don't shop there.

Looks like you could do that yourself with a small sized needle going through the existing holes. Or use a bit of super glue inside and clamp it closed until dry.

Looks like a good first project for a speedy stitcher. They cost less than $15 and less than five minutes to learn how to use it. Sew it up properly and the stitch will outlast the skate itself.
