Filling boot holes

I've read holes on the sole of boots can be filled with epoxy... Is this just for when you want to fill the holes to drill other ones in a different spot, or can you use this method to fill enlarged holes, and redrill into the epoxy? Or do you have to use carbon fiber for this?
