Hockey Pant Mods (+1, -1 etc)

I’ve been seeing a lot of different pro stock pants for sale that have +1, +2, -1 etc..

my question is, are these modifications just only referring to the length of the pant itself being an extra inch or more long/short? Or does this also include the waist or anything as well?
