The NHL made the same assumptions in the 90s that a lot of corporations did; that the economy would continue to skyrocket etc. Unfortunately, the NHL can't downsize as quickly as it expanded.

My company dealt with the aftereffects of 9/11 etc. pretty ruthlessly.
