Heard it, but I played net for years and I finally became a good skater now that im a forward

I'm a player turned goalie, and i have to say its helped me ALOT in goal being able to skate to a reasonale standard.

The best skaters on the team should be goalies, whether its true or not... 'varies' i guess hehe :P

At what level? Mite, peewee, NHL, beer league?

There is no possible way to quantify a statement like that. Are you measuring speed, agility, power?
