That is a kernal panic. It can be anything from improperly inserted hardware to a software error. It is impossible to dignose without seeing the computer

I know this doesn't help you much, but it happens all the time to the computers at school.

Most of the people have to reboot the machine around 20-25 times to get it to work.

You cannot compare others experiences to yours because you do not know what is causing the BSOD (blue screen of death, a cute windows synonym for a Kernel Panic). I would suggest just brining it to an expert to look at if you do not have experience with computers. If it happens when you are booting up it is almost definitely a problem with windows. In other words it is not other program that is causing the panic. If you have recently installed any new hardware or periphrels, remove them and see if that fixes it. A reinstall of windows most likely will remedy the problem.

yes, you should be able to. Select the install preserving settings option. You do not want to do a clean install. If you do not feel comfertable ask a friend or take it somewhere. If you do not have any files that you need I might actually suggest just doing a clean install and starting fresh. But both of these measures are pretty drastic.

If you aren't very computer savy I would just take it to somebody. It is not worth risking running into a problem which can arise.
