There aren't any hand helds that can "sharpen" a skate, meaning- create an edge, grove out a hollow, and level edges. The hand helds can refresh an edge that's there, an edge that's not damaged or dull, but that's about it. Anything beyond that requires 3800 rpm, and it's likely anyone can move a hand help that fast.
