Taping the back of boots?

Help my more knowledgable American chums.

Some speedsters (e.g. Kris Draper, Federov) tape the back of their boots to the front of the leg pad, with the tongue out.

What benefit does this have to skating? I have tried this before and it limits your forward flex, however seems to keep you moving your feet more (if your lazy with them like I am)

Anyone any ideas?
