It's purely a guess based on the 74 in the name and because of a reply from another Finnish shop about the 706, which they said was a 704 with updated materials (liner, outsole, not sure what else) that Graf Switzerland made for the Finnish market because of sustained demand for the 704 there after it was phased out elsewhere.
