Believe that to be extra padding on the index finger.  Probably all painted up when he came over from Washington. Just guessing!

Looks like a custom-made protector sewn on. I see it on these other gloves. I'm guessing he got his thumb injured and the equipment manager fashioned that or got someone to add it.
