NHL pro practice jerseys are not for sale to the general public.

I did buy a number of them from the Calgary Flames a few years ago but I was told that the only reason they were available was that Pro Player was no longer an equipment supplier.

They were available last year in the CCM catalogue. You could order them. This year, however, they are not in the RBK.
