I have seen these with colored vents on the sides, and was wonderig if it is paint or stickers? Example would be white helmet with blue on the sides.

Those are carbon fiber inserts. Pretty much cosmetic and can be changed or painted if that's what you're into. They are between the plastic of the helmet and the padding.

that pic is from EWH, I think. EWH, IW and I believe HM have them. I believe it's a new option for the new year's line.

what i did was unscrewed the shell, got contact paper/electrical tape, covered up the inserts and then replaced, this way if you ever want to go back to the original color you can. if you want to keep the carbon look i think you could get translucent blue or red or whatever color you want in contact paper and it would have the same effect.

I believe that it: a) was the policy last year but it has changed or B) certain shops invested in a number of different color choices and are just selling them.

I would have to imagine that "A" would be the logical choice.

you can get the helmets in certain colours but from the way I understand the program its team orders only so must order 10+

I don't think so...

I said order of 10+ so good chance they ordered a bunch of them in different colours like colours that would sell easily. But ordering it individually from RBK cant be done from what I understand

I used a permanent sharpie marker to color my son's helmet side vents red. Turned out great looking. He had the 6K helmet and by using the marker you can still see the look of the side vent thru the marker. It just took about three coats with a little wait in between. All his teamates were suprised how good it looked and we received many good comments from other parents.
