Looks like tape. It could be one of those shinguard straps in a junior size or something along those lines, but I would go with tape.

from looking at other pics (Getty, Yahoo) looks more like a strap than tape.

It is to perfect and uniform to be black tape. I think its a strap. I just wonder why you would need to strap a pair of vapor 40's at the ankles. hmmmm

Tying your laces round your ankles breaks down the boots. I second the comment about needing to strap up a pair of XXXX's!
