Pretty sure they're talking about a two piece pant with an upper and lower portion like the Tackla 5000 Pro. East West Hockey had some Tackla lowers before, I was going to pull the trigger on them but had no idea where I was going to get the top portion from.

Pro stock hockey gear has padded lowers that are pro stock islanders in M-XL
