I'm shocked that the KHL is playing along. They must be worried about NHL players making it to the Olympics in Sochi.

So, if I understand this correctly, the Islanders don't actually pay him anything, but get to count his cap hit in order to reach the salary cap floor? And it sounds like they are hoping he doesn't report next year, so they can not pay him but count his cap hit again? And to top it off, the draft pick is conditional, so if Thomas doesn't play, the islanders got his cap hit for free.

There is no cap hit for next year, this is the last year of his contract. I'm not sure if the new CBA will allow them to retail his rights as he "owes" them a year for not showing up.

Yes it will, they can defer it while still receiving the cap hit until he reports and finishes out the contract.

That's interesting, because that was never discussed before with the old CBA and I can't imagine that either side would want that in the new one. Other than a team like the Islanders.

It's mostly because Thomas is a 35+ contract.
