It looks like they took a trip to the LHS and bought shoulders, dyed them brown, and are now passing them as body armor? I wouldn't think that's intentional advertising by Itech (who wouldn't have been part of Bauer at the time of filming) or Bauer.

If you look close there wearing MOLLE body armor (tanish/ brown stuff with the loops which is the system our military currently uses) underneath the shoulder pads etc.. Kinda weird I guess it may be for impact protection like riot cops would wear..

Most likely stuntmen. When I lived in LA, I used to see a lot of them buy Cooper goal chest and arm sets and wear under their outfits....
